The Corruption and Crime Commission has concluded a police officer committed serious misconduct when he tasered a man in Fremantle last year.
Police pulled a man's car over in March 2017 to perform a random breath test and issue a yellow sticker for defects.
The man was on his way to dinner with his wife and a friend who recorded the incident.
The report found the driver was tasered for no good reason, then arrested and locked up.
It also found the officer acted unlawfully in using the taser and that previous internal investigations into the incident were flawed.
